VyatSU positive experience has confirmed the need to continue development of suchlike centers on the basis of Russian universities.

Creating appropriate conditions for high-quality education for disabled people is among prior issues for the Ministry of Education and Science of the Russian Federation. It was stressed by Tatyana Sinyugina, Deputy Minister of Education and Science of the Russian Federation, at a meeting of the Council of RF Ministry of Education and Science devoted to disabled people.

One of the issues on the agenda was discussion of experience of resource methodological centers for training disabled people on the basis of educational institutions of higher education. The network of such centers was established within RF state program "Affordable Environment" for 2011-2020.

Vyatka State University became one of the first participants of the project: the first activities on creation the center was started up in 2016 on the basis of the Pedagogical Institute. Thus, in September 2017 the Resource Methodological Center for Training Disabled People was opened. It became one of 16 suchlike centers, opened on the basis of Russian universities, with its own "territory of responsibility", within which large-scale and diversified events for increasing the accessibility of higher education for persons with disabilities are realized. VyatSU should cover such territories as Tatarstan, Mari El, Chuvashia, Udmurtia, Bashkortostan and Orenburg region. VyatSU specialists give consultations there, monitor the status of inclusive education in higher education institutions, provide professional advanced training for specialists, and solve problems of vocational guidance and employment of disabled people.

VyatSU experience was recognized as not just positive, but quite successful as well, worthy for studying and implementing in other regions. Konstantin Bazhin, pro-rector for strategic development and project activities (in charge for this project at VyatSU), was invited to share his best practice with his colleagues at a meeting of the Council of the Ministry of Education and Science of Russia on issues for training disabled people.

Together with his colleagues from Nizhny Novgorod State Pedagogical University and Novosibirsk State Technical University Konstantin Bazhin was among the co-rapporteurs to Alexander Sobolev, Director of the Department for State Policy in Higher Education of the Ministry of Education and Science of Russia, who spoke on development of resource training and methodological centers for education of disabled people on the basis of educational organizations of higher education.
