Valentin Pugach took part in the regional Pedagogical meeting

On August 18, the Government of Kirov region held a meeting devoted to the results of educational work of Kirov region in 2015-2016 school year and the goals for the coming academic year.

In his speech Valentin Pugach focused on the serious problems of education in our region. The first thing he pointed out was that the percentage of pupils who passed the United State Exam (EGE) in mathematics in 2015-2016 decreased dramatically (compared to 2010-2014). It is a result of division of a unified state mathematics examination into profile and base ones. As a result, the number of applicants to higher education institutions for technical, natural sciences, IT-, pedagogical study programs (where math exam is required) decreased as well.

The second problem underlined by Valentin Pugach was a lack of qualified teachers in schools of the region, especially of young specialists. The greatest shortage as of today is a teacher of mathematics, physics, chemistry and English.

The third problem is not close cooperation between all participants of the educational process: schools, the regional Government and specialists of higher education. In particular, there is no unified database about school staff in the region: about their age, work experience and subject specializations.

Today the Basic University is the main “factory” of teaching staff in the region. The University should become one of the main participants in the modernization of educational process. Valentin Pugach announced his first proposals at the meeting.

Valentin Pugach (Acting Rector of VyatSU):

-          At first, together with Kirov region Government VyatSU begins to work on the expert and analytical evaluation of staff potential of region educational institutions. This is done in order to make a detailed database of a teaching school staff (age, work experience, number of vacancies available in subjects). As a result of this assessment we will be able to predict the lack of staff for concrete school, subject and time period. Taking this data into consideration, the university will be able to manage the allocation of budget places for particular discipline and to provide the necessary replenishment of teachers in a particular school of a particular district of Kirov region.

- Secondly, the University together with the Ministry of Education of Kirov region was included into the list of pilot areas where the Russian Ministry of Education project for transition from “target admission to target training” will be implemented starting from the 1st of September, 2016. The project provides a comprehensive exam at the end of the second studying course: those who pass the exam successfully will be invited to conclude a tripartite agreement for a further target studying with a scholarship of 10 thousand rubles and guaranteed employment. Besides after graduation the students of a target studying will receive their personal manual kits for further work. Most importantly, every graduate will be assigned to a tutor from VyatSU to be helped in learning the profession of a subject teacher. It all will let young specialists to adapt to school work quicker and to improve their skills, and as a result to increase their salary.

- Thirdly, as an additional management tool for the regional educational policy Vyatka State University creates the Council for Pedagogical Education with the University specialists, professional community of teachers and representatives of the Executive Authorities of the region. It is done to have a feedback from teachers on issues of pedagogical education modernization in Kirov region.

The decision to establish the Council for Pedagogical Education was announced on August 11th at the meeting of Vyatka State University management with directors of large secondary schools of Kirov.
