Vladimir Kostin was born on August 25, 1984 in Kirov. In 2006, he graduated from Vyatka State University as an economist-manager with a degree in Economics and Enterprise Management (Engineering).
From 2003 to 2006, he was engaged in entrepreneurship, then became the general director of Avtobus LLC, where he worked until 2013. From 2012 to October 2017, he worked in the Administration of the Government of the Kirov Region as an assistant to State Duma deputy Kirill Cherkasov. From October 2017 to September 2021 - Deputy Chairman of the Legislative Assembly of the Kirov Region of the sixth convocation.
Since 2021, he has been the head of the LDPR in the Kirov Legislative Assembly, a member of the budget committee and chairman of the committee on legislation and local self-government.
